Wild Wild guess:
Loveless to Jim in Bogus Bandits, probably when giving a tour of his compound. |
James: Thanks, Artie. Artemus: "Thanks Artie"! Is that all you can say to me? I've just come back from the grave, risen like Lazarus, and that's what you say? "Thanks, Artie"? James: Thanks, Artie. Artemus: It's a pleasure. - TNOT Pistoleros |

No.
Artie did some "baking" in this episode. (emphasis on the quotation marks around baking) |

Well, it was purely by accident that I discovered the Soon Tek-Oh, who played the houseboy for about 30 seconds, was the one in the Bond movie. Still don't know which actors other than Persoff were in other WWW episodes.
I'll find a quote soon. |

*facepalm* I watched two episodes thinking your clues seem to fit them, but didn't hear the line. And this new clue seems to point to those two episodes as well. How hard Our Heroes make it to actually pay attention and listen for the line! They're just too distracting!! |

I set out to watch those two episodes again, and happened to pick the right one first:
Death Masks, Jim's reply to Betsy about whether the telegraph is working. |
