Neither of our heroes was present when it was said. In addition, the person who said it was off-camera...it also sounded like his voice was looped in post-production. |

Found it!
The guy (he was called variously Bill or Billy) who brought the raven into the sheriff's office in TNOT Winged Terror, Part One. Oh, and he was speaking to the sheriff.
(Frankly, I don't think the looped voice was even recorded by the same actor.)
